Since the start of the Coronavirus Pandemic crisis, international institutions and their experts have predicted the carnage in Africa.
The ICAC , aware of the situation of prison
overcrowding in Africa in most of our countries, is concerned about the fate of our fellow citizens, brothers and sisters detained in remand and correctional facilities invites the African authorities at the highest level to take action, emergency measures
to take into account the recommendations of the UN requesting the relief of congestion on the basis of vulnerability criteria such as age, state of health (hypertensive, diabetic, asthmatic and pregnant women) etc.

The CICC, to prevent the risks and avoid deplorable and unfortunate situations

minor crimes and long-term prisoners (more than 3 years) without trial or final decision.
For countries at war where belligerents detain prisoners of war, the ICAC demands the outright release of hostages
and prisoners of war because they are not condemned to death.
The Executive Secretariat of the ICAC recommends that all the National Coalitions of the ICAC , as well as all African social and political
organizations, bring to the attention of the central and decentralized political and administrative authorities throughout the African continent so that emergency measures are taken to relieve congestion in prisons without delay.
The ICAC invites the COVID-19 Coalitions to initiate without delay national petitions demanding the immediate release of prisoners on the conditions indicated and listed by the UN and the ICAC in order to raise awareness of the serious
risks that we let us all run by neglecting a situation as critical as that of the generally overcrowded prisons in Africa and elsewhere.
The COVID19 Pandemic crisis is a natural disaster and even
a world war that strikes all countries and our survival will depend on our ability to anticipate and react in synergy in a spirit of frank collaboration between populations and state authorities because we are condemned to show solidarity and accomplices
in the face of the danger posed by Coronavirus.
